The updated national requirements on aircraft noise and emissions are intended to comply with ICAO standards.

The draft provides for the adoption of three sections covering aircraft noise, aircraft engine emissions, and CO₂ emissions. The current regulations, approved in 2016, would be repealed.

According to the explanatory note, the new rules are being introduced in response to findings from ICAO audits. Kyrgyzstan is required to address gaps in the regulation of aircraft engine and carbon dioxide emissions, update procedures for issuing aircraft noise certificates, and formally recognize noise certificates issued by the competent authorities of other countries.

The document is expected to harmonize Kyrgyz aviation legislation with international standards, strengthen environmental oversight in civil aviation, and facilitate the international recognition of aircraft certification results, the explanatory note says.
