The meeting was prompted by Kazakhstan’s introduction of digital migration mechanisms, including the QazETA pre-entry approval system and a unified information database.

Earlier, Kazakhstan’s Interior Ministry developed and presented a draft procedure for issuing electronic entry permits. It provides for the phased launch of the system from August to December 2026, as well as the possibility of introducing service fees for data processing. Foreign nationals will receive electronic permits to enter Kazakhstan.

Kyrgyzstan’s Foreign Ministry clarified that citizens of Kyrgyzstan do not currently need prior authorization to travel to Kazakhstan.

Ulukbek Karybek uulu proposed reviewing the existing EAEU migration rules and agreements to ensure that Kyrgyz citizens are promptly informed of any changes to entry and stay requirements in the neighboring country.

Zhenishbek Asankulov briefed on measures to protect the rights of Kyrgyz citizens and the further development of consular services.

QazETA is a state digital platform created in Kazakhstan for foreign nationals. Its main goal is to provide a «single window» for various migration and related services, making it easier for foreigners to interact with government agencies, from entering the country to handling day-to-day matters. The project was launched on a pilot basis and is being introduced in stages.
