The parties to the agreement are the National Investment Agency, the state-owned enterprise Issyk-Kul United Management Company, and Kedra LLC.

The project envisions the construction of a modern, international-class hotel complex integrating innovative, digital, and energy-efficient technologies. It will be implemented through a public-private partnership (PPP) mechanism based on the DBFOMT model. The total investment will be approximately $5 million and will be financed entirely by the private partner.

«Development of modern tourism infrastructure is a priority area of state investment policy. The implementation of this project will enhance the Issyk-Kul region’s tourism appeal, create new jobs, and attract additional investment to the region,» Ravshanbek Sabirov, head of the national agency, reported.

The project includes the construction of a 100-200-room hotel complex, along with associated infrastructure, including health, business, and public spaces. The project also envisions the creation of new jobs and the construction of a crisis center in Karakol, which will be subsequently transferred to the state.
