The bill proposes banning the use of rental electric scooters by persons under 18. Corresponding amendments are planned to be made to the Law on Road Traffic and the Code of Offenses.

According to the draft, scooter rental companies will be required to verify users’ identities through passports or other electronic documents. Services will also have to obtain consent for the processing of personal data.

Fines for allowing minors to operate electric scooters are proposed:

for individuals — 200 calculated rates;

for legal entities — 550 calculated rates.

The explanatory note to the draft law states that in recent years Kyrgyzstan has seen a sharp increase in the number of electric scooters rented through mobile applications, while traffic accidents and traffic violations involving teenagers have also become more frequent.

The authors of the initiative believe that the use of personal mobility devices by children without sufficient riding skills poses a threat both to the users themselves and to other road users.
