Speaking at a meeting of the parliamentary committee on constitutional legislation, state structure, local government, and parliamentary regulations, agency director Elchibek Dzhantaev said that the existence of outdated provisions in current legislation had led residents in many localities to demand the creation of separate kurultais in villages and cities, similar to the nationwide body. This, he noted, resulted in disputes, dual authority, and differing interpretations of the powers of such bodies.

According to him, delegates of the People’s Kurultai are already elected starting from the local level, which fully ensures public representation in addressing issues of national importance. In this regard, the existence of separate local kurultais duplicates functions and creates legal conflicts.

The draft law proposes removing references to kurultais from the law on local state administrations and local government bodies. Public gatherings and assemblies would remain the only forms of direct expression of citizens’ will at the local level.
