It is noted that the document is aimed at ensuring equal access to quality education for citizens regardless of their place of residence, as well as strengthening the human resources potential of the country’s regions.

According to the decree, the development of interregional student mobility has been identified as a priority area of ​​state policy.

The Cabinet of Ministers has been instructed to develop and approve a special program providing for the distribution of state educational grants based on regional balance, the payment of stipends to students participating in the program, and the provision of domestic air travel.

Furthermore, the phased construction of student dormitories with a total capacity of at least 9,000 beds is planned. The dormitories will be equipped with sports fields, cafeterias, study centers, and other necessary infrastructure.

The Cabinet of Ministers has also been instructed to allocate funds in the national budget for 2027 and subsequent years to pay stipends and cover student transportation costs. The construction of dormitories is expected to be financed from sources not prohibited by law.

The program is expected to expand educational opportunities for young people in various regions of the country and improve access to higher education.
