The law provides a detailed framework for receiving foreign delegations, official visits by heads of state, diplomatic protocol, and even the number of vehicles accompanying high-level guests.
One of the most notable provisions is the legal definition of different types of foreign visits—state, official, working, private, and transit—each with its own protocol rules.
A state visit is defined as the highest form of visit by a foreign head of state to Kyrgyzstan and may be granted only once during that leader’s term in office. Such visits will include full ceremonial honors, including an honor guard, ethnic baatyrs, ceremonial yurts at the airport, horse escorts, motorcycle convoys, official receptions, and nationwide tours.
The law also specifies extensive protocol arrangements, including VIP vehicles for visiting leaders, separate cars for spouses, delegation transport, security vehicles, and logistical support, with convoys potentially exceeding ten vehicles.
Another key provision regulates foreign travel of senior Kyrgyz officials. The President, Speaker of the Zhogorku Kenesh, and Cabinet Chairman are now prohibited from being abroad at the same time. In addition, they are discouraged from visiting the same country within a short period unless attending international events.
The law introduces the concept of protocol hierarchy, with the order of seating and precedence at official events to be determined by presidential decree.
Foreign ambassadors are considered to have officially begun their duties only after presenting their credentials to the President; prior to that, their access to senior officials is limited.
State gifts received by officials from foreign delegations are declared state property. They are to be displayed publicly or transferred to museum collections, while particularly valuable items may be stored in the National Bank.
The protocol also emphasizes national cultural elements, including the use of yurts, traditional figures, and Kyrgyz symbols during high-level visits.
The law states that Kyrgyzstan’s unified state protocol takes precedence over reciprocity, meaning foreign delegations cannot demand changes to protocol arrangements based on their own national practices.
Overall coordination of protocol activities will be handled by the State Protocol Department of the Ministry of Foreign Affairs. The law entered into force upon official publication.
