By another decree issued by Sadyr Japarov, Altynbek Rysbekov was appointed Acting Minister of Energy. He previously served as Deputy Minister of Energy.

Before joining the Ministry of Energy, Altynbek Rysbekov headed the National Electric Network of Kyrgyzstan (NENK), which is responsible for electricity transmission throughout the country. In September 2025, he was appointed Deputy Minister of Energy by order of the Cabinet Chairman.

At the Ministry of Energy, Rysbekov oversaw the implementation of industry projects and participated in negotiations on the construction of new energy facilities, including small hydroelectric power plants.

According to open sources, Altynbek Rysbekov was born on June 6, 1978, in Ala-Buka district of Jalal-Abad region.

Taalaibek Ibraev has headed the Ministry of Energy since October 2022.
