The document aims to reduce dependence on imports, develop domestic pharmaceutical production, and establish a sustainable system for the procurement, storage, and distribution of medicines and medical devices.

One of the key measures will be the creation of a unified state digital platform for pharmaceutical supply.

The system will allow real-time monitoring of healthcare institutions’ needs, formation of procurement requests, control of purchases, warehouse accounting, and tracking of stock levels and expiration dates of medicines.

The decree introduces a temporary procedure for forming a basic list of medicines and medical devices for a period of one year. When determining procurement volumes, authorities will take into account the actual needs of medical organizations over the past three years.

In centralized procurement, priority will be given to domestic manufacturers, provided that their products meet quality, safety, and competitiveness requirements.

The Ministry of Health has been instructed to develop, within one month, the procedure for forming the basic list of medicines and medical devices and to prepare proposals for improving the operations of the state enterprise Kyrgyzfarmatsiya.

The document also provides for the development of unified standards for equipping medical institutions, differentiated by levels of healthcare delivery.

According to the decree, pharmaceutical security is considered a key component of national security.

The decree will enter into force in ten days.
