The document amends several presidential decrees and allows for the alienation of administrative buildings, healthcare facilities, and the land assigned to them to investors under investment agreements.

One of the key changes concerns the Bishkek medical town construction project. Now, the existing property complexes of state hospitals and clinics, along with their land, can be transferred to investors under investment agreements concluded through direct negotiations with the Cabinet of Ministers.

Investors will be able to receive not only the buildings but also the land on which they are located. In certain cases, the agreements may provide for the demolition of existing facilities at the investor’s expense.

According to the decree, the transfer of medical institutions to the new medical town will occur in stages. After the facility is transferred to the investor, the institution in question must be fully relocated to the new site no later than two years later. Furthermore, a similar mechanism is proposed to be applied to administrative buildings, including those designated as historical and cultural heritage sites, if required for the implementation of investment projects.

The Cabinet of Ministers has been instructed to prepare the necessary regulations, conduct an independent assessment of the market value of the alienated properties and land plots, and open a special account to record proceeds from the sale of state medical institutions’ property.

The decree will enter into force in ten days after its official publication.
