According to the decree, the restriction applies to coal classified under EAEU Foreign Economic Activity Commodity Nomenclature codes 2701 and 2702 and will be in effect at all road border crossings of Kyrgyzstan.

An exception is made only for Torugart-Avtodorozhny and Irkeshtam-Avtodorozhny checkpoints, through which coal exports will be permitted.

Furthermore, the ban does not apply to the state-owned company Kyrgyzkomur, which will be able to continue exporting coal through these checkpoints.

The authorities have instructed the Ministry of Economy and Commerce to notify the World Trade Organization and the Eurasian Economic Commission of the restrictions, and the Ministry of Foreign Affairs to notify the CIS Executive Committee.

The Customs Service and Border Service are responsible for overseeing the implementation of this resolution.

The document replaces a similar Cabinet resolution from December 2025 and will enter into force in three days.
