The opening ceremony took place in the Babur Garden amphitheater, specially built for this status. The event was attended by ministers of culture of Turkic-speaking states, representatives of international organizations, heads of diplomatic missions, and prominent cultural and artistic figures from the Turkic world.

During the event, a welcoming address from the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, was read to the participants, emphasizing the special role of Andijan in the history, culture, and literature of Turkic civilization.

The opening ceremony featured a large-scale cultural program showcasing the national artistic heritage, creative achievements, and cultural traditions of the Turkic peoples.

The event also included the presentation of an official Guinness World Records certificate for a global achievement previously set through the participation of more than 20,000 performers of the traditional Andijan Polka dance.
