According to the presidential press service, the head of state noted that many issues — from roads and water supply to street lighting and land disputes — can and should be resolved by aiyl okmotu and local administrations. In practice, however, many of these problems remain unresolved for years.

Japarov stressed that citizens should not have to «knock on every door of government offices» or seek solutions through complaints and social media. Instead, public officials should proactively identify problems and address them without delay.
