The large-scale outage on Friday affected several districts of the capital simultaneously. Residents said the electricity flickered several times before the power went out. Similar reports of disruptions also came from Naryn and other regions.

The Energy Ministry later stated only that a 220-kilovolt high-voltage transmission line had experienced an emergency shutdown. However, officials have not disclosed what caused the failure, which equipment was damaged, or why the incident affected several regions at once.

On July 18, power companies introduced what they described as load regulation measures, attributing them to a sharp increase in electricity consumption caused by the extreme heat, widespread use of air conditioners, and heavy load on the grid.

However, authorities did not publish a schedule of outages, identify the affected districts, or explain how restrictions were being distributed. Residents also said they had not been informed why some neighborhoods were left without electricity for much longer than the announced two-hour limit.

24.kg news agency has received complaints from residents of Bishkek’s 6th microdistrict, Dzhal neighborhood, and the Akhunbaev Street area.

One resident of the 6th microdistrict said electricity was out for nearly three hours.

«After the power was restored, it went out again several times every three to four minutes. Household appliances cannot withstand such voltage fluctuations,» he said.

Another resident reported that electricity was out for six hours on Saturday, one and a half hours on Sunday, and around three hours on Monday.

Residents of the Dzhal neighborhood also said power had been out without prior notice for three consecutive days, from midday until evening.

«Imagine people with disabilities living in apartment buildings or families without gas. There are thousands of such cases. We don’t know how else to solve this problem,» one complaint said.

According to residents of Akhunbaev Street, electricity was restored for about 45 minutes after a lengthy outage before failing again.

Residents have criticized not only the duration of the outages but also the lack of information from the authorities. At the same time, the Bishkek Electric Networks Enterprise has continued to publish separate schedules for planned maintenance outages. For July 20, planned power cuts ranging from several hours to an entire working day were announced in parts of the capital.

As a result, many residents say they cannot determine whether a particular outage is related to the July 17 emergency, load regulation measures, or scheduled maintenance.

As of July 20, neither the Ministry of Energy nor the country’s power companies had released a detailed report on the cause of the July 17 blackout or published a unified schedule and rules governing the ongoing load regulation outages.
