The five-year strategy outlines the main areas of UNDP’s work to reduce gender inequality. Its key priorities include combating violence against women, overcoming stereotypes, reducing the gender gap in the labor market, and increasing women’s participation in politics and decision-making.
The document notes that Kyrgyzstan has achieved almost equal levels of access to education and literacy among men and women. However, significant disparities remain in the economic and political spheres.
According to the strategy, women’s economic activity rate stands at 48 percent, compared with 75 percent among men.
The authors link persistent inequality to patriarchal norms, gender stereotypes, the unequal distribution of household and unpaid labor, limited employment opportunities, and barriers to women’s career advancement.
Other challenges identified include the limited integration of gender approaches into government programs, insufficient funding for related measures, and the low representation of women in leadership positions.
UNDP also points to difficulties in implementing existing legislation, protecting victims of domestic and gender-based violence, and collecting reliable statistics.
The organization plans to support programs aimed at expanding women’s access to financing, land resources, digital technologies, entrepreneurship, and «green» jobs.
Special attention will be given to women from vulnerable groups, including rural residents, migrants, women with disabilities, and female-headed households.
UNDP also proposes increasing women’s participation in natural resource management, climate policy, disaster risk reduction, and peacebuilding processes.
The strategy includes preparing women for participation in elections and public service, developing mentorship programs, and providing leadership training for young women.
UNDP emphasized that the document is aligned with Kyrgyzstan’s National Strategy for Achieving Gender Equality until 2030 and contributes to the implementation of Sustainable Development Goal 5 — achieving gender equality and empowering all women and girls.
