Kairylman status is granted by a special interagency commission comprising representatives of the State Committee for National Security, the Interior Ministry, the Ministry of Labor, Social Security and Migration, and Kyzmat state institution. Applications are processed within three months.
Over the seven-month period, ethnic Kyrgyz who arrived from the following countries were granted kairylman status:
Under Kyrgyz law, kairylmans are provided with social guarantees and benefits largely equivalent to those available to citizens of the republic. Status holders are entitled to social benefits, pensions, healthcare, education and employment in Kyrgyzstan.
A kairylman certificate is issued for three years. During this period, status holders must apply for citizenship of Kyrgyzstan.
