The complex has a total area of 39,000 square meters. It will include a conference hall with 1,238 seats, a banquet hall for 1,000 guests, five meeting rooms and a modern press center. A parking lot for 300 vehicles is also planned. Eight hotels are being built near the Congress Hall.

According to the Presidential Affairs Department, the complex is scheduled to be commissioned this summer. Even before construction began, the venue was planned to host the SCO Summit. The 26th Shanghai Cooperation Organization Summit will be held in Bishkek from August 31 to September 1, 2026.

Plans to build the Congress Hall were first announced in summer 2024 by the head of the Presidential Affairs Department Kanybek Tumanbaev. The demolition of the historic VDNKh building, on the site of which the Congress Hall is being constructed, began in December of the same year.
