The meeting was held as part of Deputy Chairman of the Cabinet of Ministers Erlist Akunbekov’s working visit to China’s Xinjiang Uyghur Autonomous Region. The heads of more than ten Kyrgyz companies operating in the oil product market participated in the talks.
The parties discussed the supply of fuel and lubricants from China to Kyrgyzstan through Kunlun Logistics, a CNPC subsidiary.
Particular attention was paid to simplifying transportation. The Ministry of Energy of Kyrgyzstan will coordinate the overall effort, the Ministry of Transport and Communications of Kyrgyzstan, together with the Kyrgyz Customs Service, will ensure the prompt passage of oil cargo across the border, and the Ministry of Foreign Affairs will simplify visa processing for drivers.
Erlist Akunbekov noted the importance of concluding direct agreements between Kyrgyz companies and CNPC, given the situation in the Central Asian oil market.
CNPC CEO Luo Yizhou expressed readiness to develop cooperation with Kyrgyzstan, improve customs clearance of cargo, and jointly create a seamless China — Kyrgyzstan energy logistics corridor.
CNPC is one of China’s largest state-owned oil and gas corporations. It is engaged in the exploration, production, and refining of oil and natural gas, as well as the transportation of petroleum products.
Kyrgyzstan imports the majority of its fuel and lubricants from Russia. Amid disruptions in the Russian fuel market, authorities began searching for alternative suppliers. In July 2026, President Sadyr Japarov instructed the Cabinet of Ministers to ensure stable supplies of fuel and lubricants and prevent shortages. To compensate for the difference between purchase and domestic prices, the government introduced a fuel import subsidy mechanism, effective from May 25 to September 30.
By mid-July, the first shipments of petroleum products began arriving in Kyrgyzstan from China and Belarus. Authorities are also negotiating supplies with Kazakhstan and Uzbekistan. Agreements with CNPC should expand import sources and reduce the country’s dependence on a single supplier.
