slags, ash and waste containing metals;

waste and scrap of palladium, rhodium and platinum;

mufflers, exhaust pipes and their parts containing catalytic converters.

The Ministry of Economy and Commerce is required to notify the World Trade Organization and the Eurasian Economic Commission of the ban, while the Ministry of Foreign Affairs will inform the CIS Executive Committee.

The State Customs Service, State Tax Service and State Border Service have been instructed to take measures to prevent the illegal export of these products.

A similar ban had been in effect since February 25, 2026. Under the new decree, the Cabinet has extended the restriction for another six months.

The ban on the export of used catalytic converters was first introduced in August 2021 and has been extended several times since then. The authorities cite the growing number of cases of catalytic converters being removed and stolen due to the valuable palladium, rhodium and platinum they contain, as well as the difficult environmental situation, as reasons for the measure.

The decree will take effect in seven days.
