Under the amendments, the procedure for forming and using revenue from fines for violations recorded in the Unified Register of Offenses, including through automated hardware and software systems, has been changed.
After expenditures stipulated by the current procedure are covered, the remaining funds will be transferred to the republican budget and distributed under the new scheme.
Half of this amount will be allocated to the Ministry of Health. The funds may be used for two specific purposes: purchasing ambulances and equipping them with the necessary medical equipment.
The remaining 50 percent will be transferred to the republican budget.
Penalties charged on fines recorded in the Unified Register of Offenses will not be distributed under this scheme. They will be transferred in full to the republican budget.
The Cabinet of Ministers said the changes are aimed at improving the quality of emergency medical care.
The Ministry of Health has been instructed to bring its regulations into line with the resolution and take the necessary measures. The Ministry of Finance, in turn, has to take the new distribution scheme into account when preparing amendments to the law on the republican budget for 2026 and the 2027–2028 planning period.
The resolution will enter into force in 10 days.
