Six new substances have been added to the list of narcotic drugs subject to restricted circulation and particularly strict control measures: N-pyrrolidino isotonitazene, N-pyrrolidino protonitazene, N-pyrrolidino metonitazene, N-desethyl isotonitazene, N-desethyl etonitazene and etonitazepipne.

The list of psychotropic substances has also been expanded. Hexahydrocannabinol (HHC) and lisdexamfetamine have been placed under special control.

In addition, carisoprodol has been added to the list of psychotropic substances subject to general control measures.

The list of analogues of narcotic drugs and psychotropic substances has also been significantly expanded. It now includes 14 additional compounds, including 4-BMC, 4F-PBP, 4F-PHP, AB-ICA, ADAMANTYL-IACA, ADB-ICA, ADB-INACA and MDPHP, among others.

Threshold quantities used for the legal classification of the new substances have also been established. For example, for the six new narcotic drugs, the table specifies thresholds of 0.1 grams, 0.1 to 3 grams, and 3 grams. For HHC, the thresholds are 0.2 grams, 0.2 to 6 grams, and 6 grams; for lisdexamfetamine, 0.1 grams, 0.1 to 3 grams, and 3 grams; and for carisoprodol 0.05 grams, 0.05 to 1.5 grams, and 1.5 grams, respectively.

Threshold quantities have also been established for the 14 new analogues: 0.1 grams, 0.1 to 3 grams, and 3 grams.

The resolution will enter into force in 15 days after its publication.
