In late November 2025, Kadyrbek Atambayev, the son of former President Almazbek Atambayev, politicians Temirlan Sultanbekov and Ermek Ermatov, former members of parliament Kubanychbek Kadyrov and Shailoobek Atazov, businessman Urmat Baryktabasov, former bodyguard of Almazbek Atambayev Damir Musakeev and others were detained in the case concerning preparations for mass unrest. The Interior Ministry said 10 people had been detained. According to investigators, they were preparing mass protests following the early elections to the Zhogorku Kenesh.
Initially, all the suspects were placed in pretrial detention, but the measure of restraint was later eased for some defendants. Kubanychbek Kadyrov and Shailoobek Atazov were transferred to house arrest, while Damir Musakeev was released under a written undertaking not to leave the country.
On July 14, the Pervomaisky District Court began hearing the case on its merits. The trial is being held behind closed doors, despite a request from the defense for the proceedings to be open to the public.
In July, the cases against Shailoobek Atazov, Urmat Baryktabasov and Damir Musakeev were separated into a separate proceeding.
