- Постановление подписано председателем кабинета Адылбеком Касымалиевым 24 августа.
- Земельные участки могут передаваться в собственность только физическим и юридическим лицам Кыргызстана, иностранцы могут получить их только во временное пользование.
- Право временного пользования предоставляется через аукцион, победитель вносит задаток, который засчитывается в счет оплаты.
- При неустранении нарушений в течение 30 дней землевладелец обращается в суд для расторжения договора и возврата земли государству.
Under the document, such land plots may be transferred into ownership to individuals and legal entities of Kyrgyzstan, while foreign individuals and entities may receive them only for fixed-term (temporary) use.
The right to temporary use of the land will be granted through an auction. The winner’s security deposit will be credited toward the payment for the land. After the auction, the entity holding the land on its balance sheet will conclude the relevant agreement with the winner. The agreement should specify the amount of the payment and the procedure and terms for making it.
If the buyer or land user fails to remedy identified violations within 30 calendar days, the land-holding entity will apply to court. It may seek termination of the agreement, return of the land to state ownership, as well as compensation for losses incurred by the state and lost profits.
The decree will enter into force in 10 days.
