According to the resolution, the state institution Road Fund under the Ministry of Transport and Communications will be merged into the Department of Road Management.

The authorities explained the decision as a measure to improve the efficiency of Road Fund spending and optimize the structure of government agencies. After the reorganization, the Department of Road Management will become the legal successor of all rights and obligations of the Road Fund.

The document also expands the powers of the state road enterprises Kyrgyzavtozhol-Tunduk and Kyrgyzavtozhol-Tushtuk. They will now be allowed not only to repair roads, but also to construct airport access roads, runways, taxiways, and aprons.

In addition, the enterprises have been authorized to:

develop design and cost documentation

extract mineral resources using both open-pit and underground methods

produce and sell construction materials.

The resolution also addresses the introduction of modern technologies in road construction and strengthening monitoring of road conditions and infrastructure.

The document enters into force on the date of official publication.
