The forum was initiated by Member of Parliament Rakhat Zhunushbaeva, who is promoting the development of a comprehensive Teskey Issyk-Kul concept — the first strategic document defining a unified vision for the southern shore’s development through 2035–2040.

The forum will bring together representatives of government agencies, international and domestic investors, the business community, experts, civil society organizations, and residents of Ton and Jeti-Oguz districts.

The main event will be the presentation of Teskey Issyk-Kul development concept, which proposes a systematic approach to regional development and covers key sectors of the economy and social sphere, including tourism, infrastructure, construction, industry, agriculture, digitalization, ecology, and human capital development.

The document envisions the creation of a modern model of sustainable development for the southern shore of Issyk-Kul while preserving its natural and cultural heritage.

According to organizers, the mission of the concept is to preserve the unique natural and cultural identity of the southern shore while creating modern conditions for living, recreation, investment, and sustainable tourism, ensuring well-being for current and future generations.

Special attention is given to the development of five clusters: eco-tourism, cultural tourism, sports tourism, health and longevity, agro-tourism, and gastronomy.

The concept also includes an investment map of the region, a list of infrastructure projects, an architectural and design code for the southern shore, a governance system for implementing the strategy, and a roadmap through 2035–2040.

One pilot initiative is the environmental project One Tourist — One Tree, which includes the creation of a Tourist Park, a digital map of planted trees with QR codes, personalized certificates for participants, and the ability to track tree growth via a mobile application.

Plans also include the comprehensive development of Skazka (Fairy Tale) Canyon, which will be transformed into a next-generation tourist site with ecological trails, panoramic platforms, a modern visitor center, digital audio guides, navigation systems, and regulated tourist flows.

Another key direction is the presentation of the Teskey Issyk-Kul youth digital and innovation cluster, aimed at developing the IT sector, supporting startups, and creating new opportunities for young people.

Following the presentation, an expert discussion will be held with representatives of government bodies, business, international organizations, and professional communities. A unified set of proposals is expected to be formed as a basis for further implementation of the regional development strategy.

The forum will also feature presentations of the investment potential of Ton and Jeti-Oguz districts, B2B and G2B meetings, an exhibition of local producers and artisans, as well as a field visit to key social and industrial facilities along the southern shore of Issyk-Kul Lake.

The event is expected to be attended by Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Ulan Mamatkanov, members of Parliament, Presidential Plenipotentiary Representative in Issyk-Kul region Bakytbek Zhetigenov, as well as representatives of international organizations, investors, and experts.
