The Ministry of Emergency Situations retained its position as the most trusted government agency, scoring 56.6 points in 2026, compared with 57.5 points last year.
The Ministry of Defense ranked second in 2026 with 55.6 points, up from 54.3 points in 2025. The State Agency for Physical Culture and Sports ranked third with 52.2 points.
Among the lowest-ranked agencies were the Ministry of Health, with 34.3 points in 2026 versus 33.5 points in 2025; the Ministry of Construction, Architecture, Housing and Communal Services, with 35.7 points versus 37.7 points; and the State Customs Service, with 36 points versus 37.3 points.
Regional contrast: Leaders and most critical regions
The highest level of support for government institutions was recorded in Issyk-Kul region, where the index rose from 70.8 points to 73.2 points.
Naryn region ranked second among the most supportive regions, scoring 68.4 points, compared with 65.1 points in 2025. Batken region ranked third with 62.5 points, down from 68.9 points in 2025.
Bishkek traditionally demonstrated the highest level of skepticism. The capital’s overall trust in central government agencies fell from 27 points in the second half of 2025 to 24.7 points in the first half of 2026.
Chui region remained the second-most critical region, with its index declining from 37.9 points in 2025 to 37 points in 2026.
Bishkek City Hall vs. government agencies
Residents continue to rate the work of the municipal authorities significantly higher than that of central government agencies.
The trust index for the Bishkek City Hall stood at 41.2 points in 2026.
Although this was considerably higher than the ratings of many central government agencies, trust in the city authorities fell noticeably compared with the end of 2025, when the figure stood at 48.8 points.
Perceptions of corruption in government agencies
The nationwide «Personal Perception of the Level of Corruption» index also declined, from 42.2 points in 2025 to 39.3 points in 2026.
According to citizens, the agencies perceived as the least corrupt were the Ministry of Emergency Situations, which scored 53.4 points in 2026 versus 55.8 points in 2025, and the Ministry of Defense, with 50.6 points versus 51.4 points.
The highest perceived levels of corruption were recorded for the Ministry of Health, at 21.9 points in 2026 versus 24.3 points in 2025, and the State Customs Service, at 23.6 points versus 26.6 points.
By region, the lowest perceived level of corruption was recorded in Naryn region, where the index rose from 74.8 points in 2025 to 78.5 points in 2026. The highest level was recorded in Bishkek, where the indicator fell to 13.9 points from 18.9 points in 2025.
The anti-corruption assessment of the Bishkek City Hall also declined, from 40.2 points in the second half of 2025 to 32.2 points in the first half of 2026.
