The number of female offenders increased at a faster pace, rising by 22 percent to 1,899, or 14.1 percent of the total.

The number of male offenders increased by 9.8 percent to 11,591.

In July alone, law enforcement agencies identified 1,413 new offenders.

The largest group of offenders was people aged 29 and older, with 8,428 identified, an increase of 13.1 percent.

A significant increase was also recorded among young people aged 18–24. The number of offenders in this group rose by 31.7 percent to 3,003.

The socio-economic situation of most offenders remained difficult. Nearly two-thirds — 8,727 people, or 64.7 percent — were neither employed nor studying at the time of their detention. The number of employed offenders fell by 3.3 percent to 297, while the number of pupils and students decreased by 22.3 percent to 384.

Juvenile crime and children who died

Juvenile crime fell by 40.1 percent, with minors committing 572 offenses. Most — 75.9 percent — were first-time offenders, while 24.1 percent had previously violated the law.

The most common offenses among minors were theft (34.6 percent), robbery (18.5 percent) and fraud (7.5 percent).

A total of 832 minors suffered from crime during the seven months. As a result of criminal acts, 37 children died, including seven deaths recorded in July, while 181 sustained bodily injuries.

Children most often became victims of theft (20.9 percent), sexual acts against persons under 16 (10.8 percent) and rape (10.6 percent).

The largest shares of crimes against children were registered in Bishkek (31.8 percent) and Jalal-Abad region (17.8 percent).

Crimes against women and elderly people

Law enforcement agencies registered 7,129 crimes against women, including 999 new cases in July. Almost half of the cases were recorded in Bishkek (47.5 percent).

Women most often became victims of fraud (45.7 percent) and theft (26.4 percent).

A total of 1,262 crimes were committed against elderly people. More than half were cases of fraud (51.3 percent). The share of such offenses increased by 0.6 percent over the month.

Another 7.8 percent of offenses involved the deliberate sale of bank cards, electronic wallets and SIM cards to third parties.

The largest numbers of elderly victims were recorded in Bishkek (38.7 percent) and Chui region (14.5 percent).
